ILEC Signed the Memorandum of Understanding (MOU) with UNEP
The signing ceremony was held on April 13th, 2011, at the Reception House of Shiga Prefecture and signed by Mr. Hamanaka, Director General of ILEC and Dr. Gilruth, Director of Division of Early Warning and Assessment (DEWA), UNEP. State Secretary Kondo (Ministry of Environment, Japan), Director Suginaka (Global Environment Division, Ministry of Foreign Affairs, Japan), Governor Kada (Shiga Prefecture, Japan), and Professor Nakamura (Chairman of ILEC Scientific Committee) have witnessed the ceremony. This MOU is expected to bring a new framework for joint cooperation and collaboration for both ILEC and UNEP.
Transboundary Waters Assessment Programme (TWAP)
Transboundary water basins are basins shared by two or more countries. As a result, the management of these systems for sustainable use is a double-edged challenge, not only because of their specific water problems, but also because of the political implications of their transboundary nature. Further, there presently is no internationally-agreed assessment methodology for their proper evaluation. Because of this reality, the UNEP enlisted the assistance of relevant water organizations within and outside the UN System to develop a "Transboundary Water Assessment Methodology" as a means assessing the changing conditions of the five major water systems, including lakes, rivers, groundwater, large marine ecosystems, and the open ocean. ILEC developed an ILBM-based assessment methodology. For details, please, see the attached Report.
