There are three important elements in the staff structure of ILEC: The Board of Directors, the Secretariat, and the Scientific Committee.
Board of Directors
The Board of Directors (from 8 to 15) is broadly responsible for executive control of the normal business of ILEC in accord with the Articles of Association. It meets at least twice a year and no director is paid. Directors are appointed for two years but may be reappointed. The Board elects a council (10-20 members) whose job is to advise the Board as appropriate. The Board present composition is:

Secretariat
The Secretariat comprises paid staff located at Kusatsu. Its job is to implement and dispose of ILEC on-going business and affairs and it is responsible to the Board of Directors. It is headed by a Secretary-General (presently, Mr. Taichiro Uda) and is organized into three divisions whose tasks are as follows:
General Affairs Division. This is responsible for legal and financial matters and the handling of all matters related to law and finance. There is also a public relations section. The Division is also responsible for matters involving the publication of the Newsletter and the journal.
Support and Training Division. This has a Training section which organizes training seminars, a Project section with the responsibility for the establishment of Guidelines, a Environmental Education section concerned with environmental education relating to lake environments, and a World Lake Conference section which contributes to and cooperates with the organization of the World Lake Conference (see later).
Research Division. This has an Information Collection section which collects and provides data on lakes. The Division also provides support for the UNEP-International Environmental Technology Centre.
topScientific Committee
The Scientific Committee, comprising a small number of internationally renowned scientists in the field of lake and reservoir management and conservation, is responsible for advancing and implementing scientific matters supporting the aims of ILEC. It is responsible to the Board of Directors. Members of the Scientific Committee are elected for three years (but may be reappointed). They receive no pay. A small group of the Scientific Committee, the Bureau, consisting of the chairperson, vice-chairperson, and no more than two other members (plus the secretary), is entrusted with implementing Scientific Committee issues.
